1. General Eligibility Criteria
- Be a regular member of OGCTA with valid and active membership.
- Should be a regular, full-time faculty member (Assistant Professor / Associate Professor / Professor) working in a Government College under the Higher Education Department, Government of Odisha.
- Must have at least 3 years of continuous service in a government college under the state government at the time of nomination.
- Must have no pending disciplinary proceedings, criminal cases, or proven misconduct.
- Should have paid all OGCTA membership dues and fees as applicable before the nomination date.
2. Additional Conditions for Key Posts
For senior posts such as President, Secretary, Treasurer, the following additional norms shall apply:
President:
- Minimum 5 years of regular teaching service in a government college.
- Should have served at least one full term (2 years) in any official capacity in OGCTA or as a district coordinator.
General Secretary:
- Minimum 4 years of service in a government college.
- Must demonstrate working knowledge of association functioning and communication skills.
Treasurer:
- Minimum 3 years of service.
- Should have a clear service record with no financial improprieties.
3. Disqualifications
- He/She has been convicted by a court for any offence involving moral turpitude.
- He/She has been removed or dismissed from government service.
- He/She holds a party-political position or is involved in active politics.
- He/She is under suspension or facing serious inquiry.
- He/She is already holding any elected position in OGCTA and has not completed the cooling-off period (if applicable).

These guidelines are modeled after the ethical and democratic principles observed by the Election Commission of India, ensuring free, fair, and transparent elections for OGCTA.
